ike many American railroads in 1976, the Illinois Central Gulf chose to honor the nation's bicentennial by painting one of its locomotives in a commemorative paint scheme. ICG chose GP38AC number 9510 for the eagle application, naming the unit "The American Eagle." However, shortly after the transformation, #1776 was involved in a bad grade crossing accident with a truck carrying crude oil. The unit was badly burned and damaged. As such, a second GP38AC was chosen, number 9503, and it received the identical treatment.

hen former rivals Illinois Central and Gulf, Mobile & Ohio merged in 1972, federal regulators required the new Illinois Central Gulf to purchase several Mississippi shortlines whose traffic base would have otherwise been devasted by the merger. As soon as the Columbus & Greenville Railway entered the new ICG system, the mainline promptly folded the shortline's rare SD28 pair into its national fleet. These two units had been built new for the Delta Route in 1965, 2 of only 6 such light road switcher models ever manufactured by General Motors. ICG added full sized fuel tanks and its new corporate paint scheme to the motors, and the former Mississippi units traveled the ICG system into the 1908s. Both units survived into the second Illinois Central, but #9451 was eventually wrecked and scrapped.
